Case Study: Legal Affairs Bureau Response in Japan
Regarding recent incidents in Osaka and Hiroshima, I contacted the Human Rights Protection Department of the Legal Affairs Bureau. Their response was deeply concerning:
🚫 Reporting Restrictions
For harassment cases, reports must be filed by the victim themselves or their family members. Reports filed by friends are rarely accepted for processing.
⚖️ Limited Authority
Even when reports are accepted (whether filed by the victim or reluctantly by friends), the only action they can take is: contacting the perpetrator to tell them "what you're doing is wrong" - with no actual investigative authority.
📊 The "00001" Pattern
Notably, whether I report on behalf of friends or for myself, my case number is always 00001. This doesn't mean "harassment doesn't exist in society" - it means "no one is willing to report."

Japan has a famous film, 黒沢清's "回路": seemingly normal people commit suicide one after another, until all of Japan is covered with corpses.
